Responsibilities of the Superintendent
As the Camp Hill School District Superintendent of Schools, Mr. Serfass is responsible for the administration of the District under the direction of the Board of School Directors and serves as the Chief Executive Officer of the District. In this capacity, and in accordance with Camp Hill School District’s mission and vision, he is tasked with planning and initiating programs related to the organizational, operational, and educational functions of the District and is ultimately responsible for their execution. He provides the Board both short-term goals and long-term strategic plans and establishes methods for evaluating the operational effectiveness of the District. Effective communication is essential in this role, and Mr. Serfass keeps the Board and Camp Hill educational community informed of District operations and needs through the committee structure process and reports, both written and oral.
When matters arise that are not addressed by existing Board policy, Mr. Serfass takes discretionary action and reports such actions to the Board along with any policy recommendations necessary to guide future decisions. He also directs the day-to-day operations of the District’s schools by organizing, supervising, and coordinating staff activities, and is responsible for arranging systematic evaluations of staff by appropriate administrators. Recommendations regarding employment, assignment, and supervision fall under his duties.
Additionally, Mr. Serfass establishes internal administrative procedures, rules, and regulations concerning personnel, financial disbursements, accounting, equipment, and facilities usage, food service, and staffing. A key part of his role includes developing effective staff development programs aligned with the District’s strategic plan and the Board’s goals. He is also charged with ensuring that communication flows effectively between the Board and District employees and that students have equal access to all educational programs, including academic and extracurricular offerings.
Oversight of the District’s educational programming, curriculum, and instruction are other major responsibilities, requiring Mr. Serfass to recommend improvements to the Board. As the leader of the administrative team, he must also oversee appropriate instruction, supervision, and administrative methods, and report any deficiencies and recommended enhancements to the Board. Budgetary responsibilities include the timely development of an annual operating budget that reflects district needs and resource use, as well as the establishment of procedures and controls for expenditures in line with the approved budget. He also recommends the procurement of instructional and non-instructional materials and advises on facility improvements.
Serving as the District’s official spokesperson, Mr. Serfass communicates vital information to the Board, District staff, the community, and external agencies. Recordkeeping responsibilities include maintaining accurate financial, property, personnel, and academic records as required by law and Board policy. He must also interpret and oversee the implementation of all applicable federal and state laws. Lastly, he performs any other duties deemed necessary and appropriate under the direction of the Board of School Directors.
