Mrs. Josceylon R. Buchs (Board President)

Mrs. Buchs and her husband have resided in Camp Hill for almost 23 years where we have raised our three children—one a graduate of Camp Hill SD with the other two still in attendance. She has her Masters in Business Administration from Messiah University and a teaching certification in Elementary Education from Wilson College. She spent over 25 years working in Human Resources within the Healthcare industry.

“It has been an honor to serve on the school board as it has provided me with the rewarding experience of giving back to my community and supporting the students, teachers, administrators and professional staff of our fabulous District.”

Mr. Neil O. Connelly (Board Vice-President)

Mr. Connelly left his role as Director of the MFA in Creative Writing at McNeese State University to return to his home state of Pennsylvania, where he teaches writing at Shippensburg University.  He is the author of eight books (Scholastic, LSU Press, Simon & Schuster) and dozens of short stories.  He and his wife Beth have two sons and a yappy dog named Ginny. 

“As a longtime believer in education in general, I was impressed by the positive experiences my sons had in the Camp Hill School District. Joining the school board gave me the opportunity to contribute to such an invaluable community treasure.”

Ms. Meredith D. Bowen (Interim Treasurer)

Ms. Bowen is the mother of a high school athlete and a co-founder of a boutique professional services firm specializing in recruiting operations, training, and development, bringing more than 25 years of business and entrepreneurial experience to the Board.

She is committed to ensuring our public schools provide a high-quality, inclusive education with strong academic and extracurricular opportunities for all students. She chose to serve on the Camp Hill School Board to support the District’s strong academic record and to help strengthen inclusivity across the school community.

“It’s important to me that public schools provide a quality and inclusive education, as well as opportunities for all students to participate in extra-curricular activities. I chose to serve on the Camp Hill School Board to support the continued stellar academic record that the CHSD has maintained and to strengthen inclusivity for all students in our District.”

Mr. Randall G. Gale

Mr. Gale is a retired attorney and currently serving in his 9th term as a member of the Camp Hill School Board. His service also includes serving as a past Board President. He and his late wife, Pamela (a retired Camp Hill School District teacher), have lived in Camp Hill and raised their children here since 1980.

He has also been active in broader educational and community governance, including service on the Pennsylvania Supreme Court Disciplinary Committee, membership with the Harrisburg Area Community College Board of Delegates, and involvement with several alumni and educational organizations.

Mrs. Melissa M. Howard (Assistant Board Secretary / CPACTC JOC Liaison)

Mrs. Howard and her husband have been proud to call Camp Hill home for nearly 15 years. She is the mother of two high school students in the District. Over the years, she has developed a deep appreciation for the Community and the opportunities it provides for students and families alike.

As an engineer, she is grateful for the opportunity to apply her skills in service to the District, helping ensure it operates efficiently and effectively. She is committed not only to supporting her own children’s educational experience, but also to contributing positively to the broader Camp Hill Community and its future.

Mr. Geoff S. McInroy

Mr. McInroy is an attorney and has maintained his law office in Camp Hill for more than 20 years. For the past 16 years, he has also been proud to call Camp Hill home, where he and his wife, Jennifer, are raising their daughters, Dylan (Class of 2025) and Reese (Class of 2028). Living and working in the same community has given him a deep appreciation for the people, families, and values that define our borough.

“In addition to my legal practice, I have had the privilege of serving our Camp Hill community for six years as a member of the School Board. This role has allowed me to contribute meaningfully to the education and well-being of our students while working collaboratively with fellow board members, administrators, and families. I am grateful for the opportunity to serve and remain committed to supporting the continued success and strength of our community.”

Mr. Adrian B. P. Murray

Mr. Murray has lived in the Community for more than a decade with his wife, Kate, and is a proud parent of three boys enrolled in the local District. His long-standing connection to the Community reflects a deep appreciation for the values and relationships that make Camp Hill a special place to live and learn.

He chose to serve on the Camp Hill School Board to give back to the Community that has given so much to his family. He is committed to fostering an inclusive environment where every student feels a genuine sense of belonging and is provided with the academic, social, and personal support necessary to thrive.

Mr. Sean P. Quinlan

Sean is a practicing attorney who has lived and worked in Camp Hill since 2010, where he is a proud parent of a Camp Hill High School graduate (Class of 2024) and a current middle school student. A long-time volunteer, he has served on the Board of Trustees of the Fredricksen Public Library, The Lion Foundation, and as a local youth sports coach.

"I chose to serve on the School Board to continue my commitment to the community and to ensure the District remains a place where every student can succeed."

Dr. Linda O. Rhen

Dr. Rhen is a Penn State Harrisburg Teaching Professor of Special Education in undergraduate and graduate courses. She coordinates the Special Education Certification Program and directs the Career Studies Program serving young adults with intellectual disabilities. Her professional background also includes leadership roles with the Pennsylvania Department of Education and the Lancaster-Lebanon Intermediate Unit 13, reflecting a longstanding commitment to advancing educational quality and access.

As a resident of the Camp Hill School District Community, she has a personal connection to the District—her children are alumni, and she now has two grandchildren enrolled in its schools. She is sincerely grateful for the District’s ongoing efforts and remains a supportive and engaged Community member dedicated to its continued success.
